9th Meeting of the Energy Planning Expert Panel (EPEP) of China Pakistan Economic Corridor (CPEC) Energy Cooperation

The 9th meeting of the Energy Planning Experts Panel (EPEP) of the China-Pakistan Economic Corridor (CPEC) was held virtually on 14-15 July 2025 from Beijing and Islamabad respectively to review the status/progress of energy projects initiated under CPEC and give an outlook to the Stage-2 high quality energy cooperation. The meeting was co-chaired by Mr. Shah Jahan Mirza, Managing Director, Private Power and Infrastructure Board (PPIB), Government of Pakistan and Mr. Jiang Hao, leading expert, President Assistant and Director General of International Business Department of China Renewable Energy Engineering Institute (CREEI) of China. The meeting was also attended by the Syed Tauqeer Hussain, Joint Secretary (Development), Ministry of Energy (Power Division), Engr. Muhammad Shahid Nazir, Mr. Managing Director NGC (former NTDC), Mr. Rihan Akhtar, CEO CPPA-G besides other senior level government officials of the relevant ministries/departments, energy experts from both the Chinese and Pakistani sides as well as the representatives of IPPs and TLP commissioned under the CPEC.

Both sides conducted a comprehensive review and assessment of the progress achieved under Stage-1 of the CPEC Power Projects. The discussions were constructive and forward-looking, addressing key issues, exploring future areas of collaboration, and outlining a clear roadmap to strengthen and deepen Stage-2 of the CPEC Energy Cooperation. Building on the foundation of the all-weather strategic cooperative partnership between China and Pakistan, the meeting resulted in a broad consensus on several critical areas, reaffirming mutual commitment to sustainable energy development, enhanced policy coordination, and high-quality implementation of energy initiatives under CPEC.

The proposals and recommendations developed by EPEP will be submitted to the Joint Energy Working Group (JEWG) for consideration. After deliberation and mutual alignment at the JEWG level, the refined proposals will be placed before the Joint Cooperation Committee (JCC), the apex decision-making body of CPEC, for final approval and implementation oversight.

EPEP serves as a technical and planning forum that plays a key role in reviewing, facilitating, resolving, and coordinating technical, planning, and financial matters across all CPEC energy projects. EPEP holds regular meetings that bring together Pakistani and Chinese officials and experts to review the progress of ongoing CPEC energy projects, resolve operational & contractual challenges and recommend measures to ensure the timely execution of power initiatives.
