Briefing on “Pakistan’s Fuel Crisis: Energy Security in the Shadow of Hormuz Blockade at Pakistan Institute for Parliamentary Services – PIPS

On the invitation of the Parliamentary Forum on Energy and Economy, Dr. Munawar Iqbal, Managing Director, Private Power & Infrastructure Board participated in the briefing on “Pakistan’s Fuel Crisis: Energy Security in the Shadow of Hormuz Blockade” held on 21st May 2026 at Pakistan Institute for Parliamentary Services.

The Parliamentary Forum on Energy & Economy convened parliamentarians, policymakers, economists, researchers, energy experts, and a delegation from the China Pakistan Caiyu Economic Development initiative to discuss the structural challenges behind Pakistan’s ongoing fuel crisis amid rising fuel prices and economic uncertainty.

Participants highlighted the growing impact of escalating fuel and energy costs on agriculture, livelihoods, inflation, and overall economic recovery. The discussion emphasized concerns over increasing Petroleum Development Levy (PDL) rates, Pakistan’s dependence on imported fossil fuels, and the risks posed by regional instability and supply disruptions linked to the Strait of Hormuz crisis.

The forum underscored the need for transparent governance, fiscal fairness, and accelerated adoption of affordable indigenous energy resources to enhance Pakistan’s long-term energy security and economic resilience.
